Match-Making Workshop focuses on use of SCIROCCO Tool

The SCIROCCO Tool is a great way to introduce people to transferring knowledge about how health and care works in their regions.

On Wednesday 5 December 2018, a match-making event was aimed at health care managers modernising their health care systems. It took place as a spinoff workshop to the 2018 EHTEL Symposium, and was hosted at the EU Office of the Campania Region of Italy in Brussels. Up to thirty people from 18 countries participated. Attendees worked in groups to investigate their experiences of integrated care.

The workshop was organised in three parts. First up was an exploration of how useful working with personas and user scenarios can be. SCIROCCO coordinator, Donna HENDERSON looked at the experience of personas who have multiple chronic conditions.

Three speakers – from Andalucia in Spain, Puglia in Italy, and Turkey – presented their experiences with deploying different digital services. Health systems and services, hospitals, and the use of electronic medical and electronic patient records all featured.

What were the main conditions that had made their scaling-up successful? Together with the regions, attendees explored seven out of the 12 SCIROCCO dimensions to discover what had worked and how. Some of the key issues were: citizen empowerment, electronic health records, evaluation, removing barriers, and structure & governance.

Using the SCIROCCO maturity model to explore Structure & Governance

Attendees agreed that it would be good forthe regions that are at a point of rolling out shared health and care records for citizens/patientsto collaborate so that they understand together what they have in common.

The day ended with a real desire to move forward. Andrea PAVLICKOVA, SCIROCCO project manager concluded:

„The tools we all used today, including SCIROCCO, can help regions, systems and services to share their positive experiences in all sorts of areas of integrated care (health and care). The next step is absolutely to start twinning and coaching more!“

Demonstration of SCIROCCO tool at EPH 2018 in Ljubljana

The European Public Health Conference Foundation, the European Public Health Association (EUPHA) and the Slovenia National Institute of Public Health (NIJZ) present the 11th European Public Health Conference “Winds of change: towards new ways of improving public health” in Ljubljana, Slovenia 28 November -1 December 2018. The conference will bring together over 1,500 researchers, public health practitioners and other representatives of national and European authorities involved in the area of public health.

The SCIROCCO Consortium is very pleased to contribute to the Conference by a live demonstration of the SCIROCCO self-assessment tool, highlighting its key functionalities and applications in real life settings. The session will feature how the SCIROCCO tool can facilitate the transformation of health and social care through enhanced collaborations and knowledge transfer. The experience of regions with testing the SCIROCCO tool will be presented in the form of lessons learned and policy implications.

SCIROCCO tool got global at GCIC 2018 in Singapore

TheGlobal Conference on Integrated Care (GCIC) 2018 took place on 1-3 February 2018 in Singapore. It was an international conference that brought togetherclinicians, health and social care professionals and practitioners, andpolicymakers from around the world to share knowledge, experiences, ideas andinnovations in integrated care delivery. The conference was used as a platformto look beyond the immediate horizon, future-proof healthcare delivery, andstrengthen relationships between policymakers and public users to enablesuccessful care integration. A world-class programme of keynote lectures,plenary sessions and symposia was designed to facilitate impactful knowledgeexchange and foster fruitful dialogues with internationally renowned experts.

SCIROCCO was very proud to reach this international community. Donna Henderson, Head of International Engagement and SCIROCCO Project Coordinator, presented the objectives and findings of SCIROCCO project and featured the latest development of the self-assessment tool for integrated care. She discussed with the participants how SCIROCCO tool could help us to better understand the local context enabling the adoption and transferability of the integrated care solutions. On the background of this information, the SCIROCCO tool was tested in Singapore by two sites in order to assess their maturity for integrated care.

Watch Recorded Livestream! SCIROCCO Final Conference on scaling up of integrated care in Europe, 24 Oct 2018 in Brussels

How to accelerate scaling up of integrated care in Europe: After two years of intensive work, the SCIROCCO project has validated and tested the Maturity Model for Integrated Care that was developed by the B3 Action Group on Integrated Care of the European Innovation Partnership on Active and Healthy Ageing (EIPonAHA).

The Model has been operationalised in the form of an online self-assessment tool that is ready to be used by stakeholders who are working on innovative solutions that support the delivery of integrated health and care. The tool has been tested in 40 regions in Europe, Singapore and the United States.

During the SCIROCCO final conference, attendants have learned about the self-assessment tool, the methodologies on how to apply the tool and the experience of regions in using it.

The SCIROCCO tool is a participatory tool which helps to

  • Understand the strengths and weaknesses of their regional context and inform national, regional and local policy-makers about potential areas of improvement;
  • Adopt and transfer integrated care good practices by identifying their maturity requirements, thus facilitating knowledge transfer;
  • Facilitate multi-stakeholder dialogues focused on progress towards the implementation and delivery of integrated care;
  • Facilitate twinning and coaching activities between regions by helping them to understand the local conditions that enable the successful deployment of integrated care.

SCIROCCO at EHMA 2018 Annual Conference in Budapest

The European Health Management Association (EHMA) presented its 2018 Annual Conference in Budapest, Hungary, at Semmelweis University on 20 – 22 June 2018. The theme, “Making it happen” aimed to raise discussions about delivering change and overcoming challenges in policy implementation. The conference brought together health managers, health professionals, policy makers, researchers and educators who shared cutting-edge research presentations, launched provocative debates and engaged high-level networking sessions.

SCIROCCO featured the latest development of SCIROCCO self-assessment tool for integrated care and its practical application in the real-life settings in the Norrbotten Region in Sweden and the Basque Country in Spain. The Regions have particularly highlighted the added value of the tool in transforming their health and social care systems towards integrated care. In addition, the SCIROCCO Consortium partners enjoyed the discussions with the potential users of the SCIROCCO tool at the exhibition space.

Ready for adoption and scaling-up of integrated care? Try the SCIROCCO Self-assessment Process

The SCIROCCO online self-assessment tool is being designed and tested to identify the maturity of the health and social care systems for the adoption and scaling up of integrated care solutions. The outcomes of this process help to inform the regions and stakeholders involved about the readiness of their local environments for integrated care, including strengths and weaknesses and areas of improvements.

The SCIROCCO tool is also tested with multidisciplinary teams to capture the perceptions of all stakeholders involved in integrated care. The tool facilitates the discussions and negotiations within the teams in order to reach consensus and agreements on the maturity of environment for integrated care.

Nearly at the end – SCIROCCO Final Project Assembly Meeting in Scotland

The Technology Enabled Care and Digital Healthcare Innovation Division (TEC) of the Scottish Government, hosted the final SCIROCCO Project Assembly meeting on 27-28 June 2018 in Edinburgh. Scotland has had the privilledge to coordinate the activities of SCIROCCO project over the last three years and actively contribute to the development and testing of SCIROCCO self-assessment tool, knowledge exchange and learning among the participating regions.

The aim of the meeting was to review the progress of SCIROCCO project, focusing particularly on the experience of regions with the twinning and coaching activities that are currently being tested within the project. The meeting was an opportunity for the regions to share the preliminary outcomes of the study visits, lessons learned from these new processes and outline the next steps.

The key message from the regions is that there is a clear value in using SCIROCCO tool to facilitate twinning and coaching processes. The tool offered the opportunity for a very targeted knowledge exchange, structured discussion and learning that can be transferred to create the conditions for the adoption of integrated care in different settings, regions and countries in Europe.

To capture the experience and learning from SCIROCCO knowledge exchange activities, the regions are now invited to work on their Action Plans. The objective of these Plans is to outline the scenarios of how to transfer particular innovative integrated care solutions to improve the local capacity for integrated care, including the outline of policy recommendations and policy priorities actions that are needed to support these improvement processes.

 

Hearing from the users of SCIROCCO tool at ICIC 2018 in Utrecht

The International Foundation of Integrated Care (IFIC) in partnership with RIVM and Vilans presented the 18th International conference on Integrated Care “Value for People and Populations: Investing in Integrated Care” in The NBC Congrescentrum, Utrecht, Netherlands 23 – 25 May 2018. The conference brought together researchers, clinicians and managers from around the world who are engaged in the design and delivery of integrated health and social care.

SCIROCCO contributed to the conference by featuring the latest development of the self-assessment tool for integrated care and discussed with the participants how SCIROCCO tool could help us to better understand the local context enabling the adoption and transferability of the integrated care solutions. In particular, the experience of the Basque Country, Norrbotten and Puglia regions in applying the SCIROCCO tool was featured at the event on Thursday 24 May 2018 as part of the workshop “Transforming Integrated Care in Europe through Collaboration & Knowledge Transfer”.

In addition, the SCIROCCO tool was featured on Friday 25 May 2018 as part of the track “The Future of Integrated Care Innovation Session” where the participants had further opportunity to learn about the Tool and its functionality. The purpose of this session was to create an environment in which delegates felt safe to share ideas, transfer knowledge and worked together to visualise the future of integrated care.

 

From Self-assessment to Twinning & Coaching – SCIROCCO Third Project Assembly Meeting

The third SCIROCCO Project Assembly meeting took place on 6-7 March 2018 in Lulea, Sweden. The meeting was kindly hosted by the Norrbotten Region, one of the five SCIROCCO regions that are actively involved in the testing of SCIROCCO self-assessment tool in real-life settings.

The aim of the meeting was to review the progress of SCIROCCO project, focusing particularly on the experience of regions in applying the SCIROCCO tool to assess the maturity of regions’ healthcare systems for integrated care. It was an opportunity for the regions to share the lessons learned from the self-assessment processes and outline the areas of weaknesses and strengths in integrated care. The assessment outcomes then served as the basis for the discussion on how to take this learning about healthcare systems forward and look for some aspects and dimensions of integrated care that can be improved through mutual learning and knowledge exchange. The meeting was thus an opportunity for the project partners to discuss and design the processes for twinning and coaching informed by the assessment outcomes of healthcare systems as well as good practices.

In the coming months, the five national and regional healthcare authorities in the Basque Country, Norrbotten Region, Olomouc Region, Puglia Region and Scotland will be invited to test the SCIROCCO methodology for twinning and coaching in real life settings. The outcomes of this learning process will inform the improvement of SCIROCCO tool to facilitate the targeted knowledge exchange and scaling up of integrated care in Europe.

SCIROCCO helps put Welsh health and care on the world stage

SCIROCCO colleagues and friends attended two working sessions that helped highlight health and social care in Wales.

On 3rd and 4th July 2018, the Bevan Commission of Wales celebrated the 70th anniversary of the launch of the national health service in the United Kingdom: http://www.bevancommission.org/en/. The conference was held at the Celtic Manor Resort in Newport, Wales, and close to 500 people attended. Speakers included the First Minister for Wales, Carwyn Jones, and Cabinet Secretary for health and social services, Vaughn Gething. On 2nd July 2018, a half-day workshop was held on prudent healthcare https://gov.wales/topics/health/nhswales/about/prudent-healthcare/?lang=en. It was organised by the Welsh Government, NHS Wales, and the Bevan Commission. The session was attended by numerous EIP on AHA community guests, including Loukianos Gatzoulis of DG SANTE, the European Commission; Leo Lewis of the Bevan Commission, and visitors from European regions as Flanders (Belgium), Catalonia (Spain), other parts of the United Kingdom (Scotland), and the SCIROCCO project. Attendees heard about valued-based and integrated care from the perspectives of various stakeholders: health authorities, industry, service providers, and carers.

On 4th July 2018, the many innovative aspects of the SCIROCCO project were presented as part of a panel on innovative service delivery, featuring speakers from several Welsh general practices. Diane Whitehouse, EHTEL, spoke on behalf of SCIROCCO. She informed the group about what the SCIROCCO tool can do, and how it can help a diversity of regions and countries. Over 40 people discussed the possibilities for the further scaling-up of innovative health and care.

The Bevan Commission has announced that it has already received excellent feedback on the day. Participants left the event inspired, and galvanised to continue the journey towards achieving more prudent health and care across Wales. Bevan Commissioners and colleagues look forward to continuing to building on this landmark event to make Wales a country whose services are fit for the future.
